Board of Commissioners

The Commission shall have a Board of Commissioners composed of a Chairman and four members appointed by a Royal Decree for an unrenewable period of six years. The placement came by a committee chaired by the Prime Minister and the membership of the Speaker of the Council of Representatives and the President of the Judiciary Council, in accordance with the conditions stipulated in the Commission's law. The Council shall set the general policy of the Commission and approve the necessary plans and procedures, to ensure that the electoral process is carried out fairly, transparently, impartially and to carry out the tasks entrusted to the Commission in accordance with the applicable legislation in line with international standards and practices.

The Board of Commissioners' structure:

• The Royal Decree of 06/04/2016, under article 6 of the Independent Electoral Commission Law No. 11 of 2012, appointed the Board of Commissioners of the Independent Electoral Commission as follows:

A Royal Decree was issued accepting the resignation of Dr. Nazih Ammarin, a Board member, starting from 15/10/2017.

A Royal Decree was issued on 6/12/2017 appointing HE Mr. Samir Ibrahim Muhammad Al-Mubaidin as a member of the Board of Commissioners of the Independent Commission for Election, effective from the date of his appointment.

A Royal Decree was issued accepting the resignation of HE Mr. Samir Ibrahim Muhammad Al-Mubaidin, a Board member, starting from 25/2/2018.

A Royal Decree was issued to appoint HE Mr. Faisal Yousef Awad Al-Shuboul as a member of the Board of Commissioners of the Independent Electoral Commission, effective from the date of his appointment and for the remaining term of his predecessor, Mr. Samir Ibrahim Al-Mubaidain, which ends on 6/4/2022.

The duties of Board of Commissioners:

Law defines the duties and terms of reference of the Board of Commissioners with the following:

1. Draw up the Commission’s general policy.

2. Determine the ballot’s date after the King issues his order to hold elections for the House of Representatives.

3. Approve the timetable, plans and programs necessary to implement the electoral process fairly, transparently and impartially.

4. Take the necessary procedures to register voters and candidates in accordance with law provisions, including procedures for checking and updating the voters' registers and organizing objections.

5. Publishing voters’ lists and candidates’ names on the Commission's website and any other means of publication determined by law.

6. Setting the rules for campaigns, electoral propaganda and procedures, and surveillance under executive instructions.

7. Educating voters about the importance of participation in politics, including electoral processes.

8. Appointing the chairmen and members of any committees necessary to carry out the electoral process as required by law.

9. Approving the specifications of the ballot box, ballot papers and official seals of the polling committee.

10. Establish the basis for the accreditation of the candidates' representatives in the polling and counting centers.

11. Accreditation of representatives of civil society institutions, media officers and any local and international observers to observe and monitor the electoral process under executive instructions.

12. Extension of voting period according to law provisions.

13. Develop executive instructions to publish preliminary results and organize objections in accordance with the law provisions.

14. Announce the elections’ final results.

15. Issue a detailed final report on each electoral process in all its stages and submit it to the King, to be published in the Official Gazette.

16. Approve the annual report on the Commission’s activities and send a copy thereof to the Council of Ministers and the National Assembly.

17. Approval of contracts and agreements in which the Commission is a party.

18. Formation of temporary committees for specific tasks to assist in carrying out its duties and powers.

19. Propose draft legislation necessary for the work of the Commission.

20. Any duties or powers stated in this law or any other legislation.

* The Chairman of the Commission carries out the following powers and duties:

1. Implementing the decisions of the Council.

2. General supervision over the Commission’s executive body.

3. Representing the Commission before official, judicial and private bodies.

4. Signing contracts and agreements approved by the Council.

5. Coordination with the official and private bodies and parties concerned with the Commission’s work.

6. Any other tasks assigned to him by the Council.

* The Executive Body:

The Board shall appoints the Commission’s Secretary General and terminate his services in the same manner, and shall determine his salary and other financial rights in the decision of his appointment. The Board of Commissioners of the Independent Electoral Commission decided to terminate the services of the Secretary General of the Commission, Dr. Ali Al-Darabkeh, starting from 28/9/2017. A Royal Decree has been issued approving the decision of the Board of Commissioners of the Independent Electoral Commission to appoint Dr. Ali Ahmed Al-Darabkeh as Secretary General of the Commission on 12/6/2012.

- A Royal Decree was issued appointing Dr. Awad Al-Karadsheh as Secretary General of the Independent Electoral Commission on 7/11/2017.

* The Secretary General carries out the following duties and powers:

1. Management of the Commission’s Executive Body in accordance with the regulations and instructions issued for this purpose.

2. Prepare the organizational structure of the Commission’s Executive Body and its man-power table budget and description.

3. Preparation of the Commission’s annual draft budget.

4. Preparation of the annual report on the Commission’s activities.

5. Any other powers vested in him by virtue of the provisions of this Law and the regulations and instructions issued thereunder.
